Presentation

  • The Red de Laboratorios de Alerta Biológica (Biological Alert Laboratory Network, RE-LAB) was created in February 2009 by Order of the Ministry for the Presidency (Order PRE/305/2009 of 18 February).
  • It is a scientific and technical infrastructure which provides operative support to the National Crisis Management System to respond to threats posed by dangerous biological agents.
  • At present it comprises eight microbiology laboratories with advanced biosafety facilities, specialising in different fields of risk (human, animal, environmental, vegetable and food health). In the future, other laboratories at both state and autonomous community levels may be added.
  • It is connected to organisations that coordinate health alerts and surveillance networks that respond to biological threats which have been established in different Spanish and international health fields, with mechanisms for fast exchange of information related to biological risks which could affect the different healthcare fields (human, animal, environmental, vegetable and food).
  • In turn, the RE-LAB member laboratories, as reference and support laboratories, form part of the corresponding surveillance networks established in the different areas (human, animal, environmental, vegetable and food health).
  • The Management Unit of RE-LAB forms part of the National Working Group for the implementation of the NRBQ Action Plan of the European Union, coordinated by the National Security Department (DSN) of the Presidency of the Government. The ISCIII also coordinates and leads the National Working Subgroup on Biological Issues for the CBRN Security Action Plan.
  • The Instituto de Salud Carlos III, via RE-LAB, participates in the Interministerial Group for Biological and Toxic Weapons (GRUPABI) coordinated by the Sub-Directorate General of Non-Proliferation and Disarmament of the Ministry of Foreign Affairs and Cooperation.
